How to Verify a DTCP-Approved Plot Before Buying — A Buyer's Checklist

Step 1: Verify the DTCP Approval Number

Every legitimate residential layout in Tamil Nadu carries a DTCP/LP approval number in the format SWP/DTCP/[DISTRICT]/LAYOUT No: XXX/YYYY. This is the single most critical document to verify.

  • Ask the promoter for the approval number in writing
  • Visit the DTCP official website and cross-check
  • Confirm the number matches the physical layout plan displayed at the site

Step 2: Check the Survey Number & Village Records

Every plot in Tamil Nadu is identified by its survey number within a specific village and taluk. Verify:

  1. The survey number on the sale deed matches the DTCP-approved layout
  2. Visit the Village Administrative Officer (VAO) for the latest adangal (land register extract)
  3. Confirm the land classification is "residential" (not agricultural or poramboke)

Step 3: Encumbrance Certificate (EC)

The EC proves the land has no mortgage, lien, or legal dispute attached to it. Always get:

  • EC for at least 13 years (the standard period banks require)
  • EC from the Sub-Registrar office for the correct jurisdiction
  • Verify each transaction in the chain leads to the current seller

Step 4: Patta & Chitta Verification

The patta (ownership document) must be in the promoter name or in the name of the entity selling you the plot. Check:

  • Patta number and survey number match
  • Chitta (revenue record) confirms the classification and extent
  • No "dispute" or "court stay" remark in the revenue records

Step 5: Physical Site Inspection

Never buy a plot without visiting the site. During your visit:

  • Confirm road widths match the approved plan (minimum 7.2m internal)
  • Check if corner plots and boundary stones are clearly marked
  • Look for the OSR (park/open space) — legally 10% of the layout
  • Verify electricity poles and drainage lines are laid as per plan
